The following is the Farman dissemination**part of the constitutional rules and regulations submitted in court by Shafik Sachedina of DJI on 25th June 2010.
In this Hazar Imam has approved that
“Members of the Jamat wishing to read the Firmans may do so in the Jamatkhana by asking the Mukhi/Kamadia Sahebs for access to the Firmans”
Shafik Sachedina added that this is approved by His Highness. This makes it a Farman from Hazar Imam.
He added that Farmans are "disseminated to the Ismaili community by the Jamati institutions appointed under the provisions of the Ismaili Constitution", and that ITREB is authorised to disseminate Farmans.

ITREB CANADA FARMAN DISSEMINATION** PROCESS

(PART OF THE ISMAILI CONSTITUTIONAL RULES AND REGULATIONS FOR CANADA)
At National ITREB:
1. Chairman and Executive officer receive Farmans via email from the ITREB Coordinator in Aiglemont with instructions for dissemination as per attached
copy (Appendix A2)
2. The date of when the Farman is received is logged
3. An identifying graphic is inserted at the bottom of each page of the original
Farman
4. Copies are made for the local regions.
5. A cover memo with dates for reading of the Farman in the Jamatkhanas is
prepared as per attached copy (Appendix A3)
6. Occasionally as decided by the leadership, appropriate announcements to
precede the reading of the Farman are also sent as per attached (Appendix A4)
7. The Farmans are couriered with the memo to the local regions
8. If the Farmans are to be read out immediately, these are faxed out to the local
regions
9. The Farman log maintained at the National Secretariat is updated.
The above process is followed with Firmans received that have been translated
into other languages. e.g. Gujarati, Urdu and Farsi.
At Local ITREB when Farmans are received:
10. The Chairman is informed
11. Copies are made and sent out the Mukhi Kamadias of the respective
Jamatkhanas with a cover memo of instructions of when the official Farmans
are to be read out (Sample regional memos attached as Appendices AS & A6)
12. The Farmans are either picked up from the office by Mukhi Kamadia Sahebs or
their designate or couriered to them. If the F armans are to be read out the
same day, these are faxed out to the Mukhi Kamadia Sahebs.
13. Once the Farman is read in Jamatkhana, it is filed in a firman binder at the
Jamatkhana (containing the selection of Firmans to be read in Jamatkhanas).
The Mukhi/Kamadias use this binder with its attendant selection of Firmans to
then have the firmans or their excerpts read out in the J amatkhanas - at
present a Firman excerpt is read out every day in all J amatkhanas across the
country. (except in the rare instance of their being other
speeches/announcements/or majalis)
14. Members of the Jamat wishing to read the Firmans may do so in the
Jamatkhana by asking the Mukhi/Kamadia Sahebs for access to the Firmans.
Hazar Imam has said that we must all understand our faith and practices which come from Farmans. The role of ITREB and iIS is to impart this so that we can understand and are able to ariculate our fairh with comfort with Ismailis and non ismailis.
ITREB MISSION
The overall mission of the Tariqah Boards worldwide is to impart an understanding of the essential principles of the Shia Imami Ismaili Tariqah of Islam within the broader context of Islam as a whole. This, with due regard to the diversity of traditions, customs, cultures and languages of the Ismaili Jamats worldwide, which themselves reflect the rich diversity encompassed within the Muslim Ummah itself. This self understanding to be imparted with a view, also, to enabling an articulation of the principles and practices of the Tariqah in a manner that is comforting to the Jamat, comprehensible to reasonable-minded people, resonant to the needs of the contemporary world and sensitive to the context in which the Jamat lives.”
“Throughout the Jamafs history, including during the Fatimid times, a consistent feature of the Ismaili Tariqah has been the complementarity between practices that are specific to our Tariqah, and those that are part of the Sharia, common to all Muslims, albeit with denominational specificities. Examples of this are the historic co-existence between Namaz and Dua, and the concept of private prayer and personal search, which has an important place in Islam, since it concerns the relationship of faith with life, it is in this light that, in Shia Ismaili Islam, the lmam~of-the-Time recognises a variety of prayers, Tasbihs, Baikji-Khayal, Qasidas, Ginans, by which an individual can submit to the Divine and protect himself or herself against the materialism of secular life, and the many other challenges of daily life.
It is My wish that this understanding of our faith's practices should be formally reflected in our Jamat's religious education, particularly in the secondary school curriculum, which is currently under preparation at The Institute of Ismaili Studies.”

Dear Chairman Lakhani,
I am most happy to send you herewith the Farmans made by Mawlana Hazar Imam at the Golden Jubilee Darbars in the UAE and the USA. I would kindly request you to have these Farmans read in all the Jamatkhanas forthwith, without anyone attempting to give any interpretations, but letting the Jamats interpret them for themselves. Please note that neither these Farmans nor any extracts from them should be published anywhere, including in the Jamati publications.
Please note that these are the officially approved versions of the Farmans and these are the only versions that should be read in all the Jamatkhanas in your jurisdiction. Please ensure that no other versions are read. Please inform all the Mukhi Kamadias of this and tell them that we would be most grateful if they can kindly ensure that no unofficial versions are read in the Jamatkhanas. Their cooperation and support in this regard will be most highly appreciated. In each case, they should use only the official versions that have been made available to them by the ITREB.
When sending these Farmans to the Local lTREBs or Mukhi Kamadias within your country, please could you insert a small, discreet code ( your own ) at the bottom corner of the Farmans to ensure authenticity? Please do not print or retype these Farmans. If you have to send copies, Photostat them or send them by email ( as appropriate ) exactly as they have been received, without any modifications whatsoever of any kind.
In the case of France, Portugal, Syria, Pakistan and India, I would kindly request that ITREB immediately get the Farmans translated by a competent individual that ITREBs have used inthe past. In the case of Tajikistan, Afghanistan and Iran, I am kindly requesting Mr. Hadi Mirshai of the Institute of Ismaili Studies in London to immediately translate the Farmans in Farsi, Tajik and Dari and make these available to you for reading to your Jamats at the earliest possible time.
Can you please immediately make a copy of these Farmans available to the
President/Chairman of your National Council, as well as to the Head of the Huzur Department before you distribute them to the Mukhi Kamadias, and kindly request them, as well, to refer to these official versions only.

Farmans to be given and shared
Hazar Imam has defined Farmans in the Ismaili constitution which is a Farman to and Imam says it is to be given to every Murids freely and to be read with Farmans to be given too.
