The Delegation of the Ismaili Imamat in Ottawa is the representational office in Canada of the Seat of the Ismaili Imamat, or the institutional headquarters of the Ismaili Imamat, in Portugal.
Afforded diplomatic courtesies by the Government of Canada, it is a secular facility that is home to the Diplomatic Representative’s office [Ismaili Ambassador & AKDN] as well as the headquarters of Aga Khan Foundation Canada, a registered Canadian charity that works with Canadians and Canadian institutions to eliminate poverty and improve quality of life on multiple fronts in Africa and Asia.
The building was inaugurated by Mawlana Hazar Imam and the Right Honourable Stephen Harper on December 6, 2008. “

Ottawa, Ontario 27 February 2014
The Government of Canada is committed to enhancing relationships with key partners in order to further promote issues of common interest.
To this end, on February 27, 2014, Prime Minister Stephen Harper and His Highness the Aga Khan signed a Protocol of Understanding committing both sides to regular, high–level consultations on a range of global and regional issues.
The Protocol of Understanding aims to solidify the important partnership that Canada has developed with the Ismaili Imamat over many years.
More specifically, the Protocol of Understanding will further strengthen Canada's ties with the Aga Khan and his network by consolidating their excellent development cooperation relationship; expanding the relationship to include a broader foreign policy and trade dialogue on regions and issues of mutual interest; institutionalizing the relationship through the reciprocal appointment of representatives and the holding of annual consultations; and demonstrating how much Canada values the relationship by expanding the number of courtesies extended to the Aga Khan and his representatives in Canada.
Many Ismaili Muslims arrived in Canada in the 1970s, fleeing political turmoil in Uganda. Canada has subsequently welcomed Ismailis from other parts of the world. Over time they have developed a strong relationship with Canada. The first permanent Ismaili Centre in Canada was established in 1985 in Burnaby, British Columbia.
In 2010, the Prime Minister participated in the ground–breaking ceremony for a second Centre to be located in Toronto, alongside the Aga KhanMuseum and a landscaped park. These are slated for completion later in 2014.
The two leaders also jointly opened the Delegation of the Ismaili Imamat in Ottawa in 2008.
Canada has a long–standing development relationship with Aga Khan Foundation Canada (AKFC) – a major fundraiser for development activities of the Aga Khan Development Network (AKDN).
For over 30 years, Canada has contributed nearly $380 million to the AKDN through AKFC for activities that include projects in Afghanistan, Pakistan, Tanzania and Bangladesh.
AKFC's and the AKDN's programming focuses on education, health, rural and economic development, and building the capacity of local civil society organizations.
AKFC and the AKDN are trusted partners of Canada on a wide range of international development initiatives, including in Afghanistan, in the areas of health, education, rural and economic development, and the creation of new opportunities for women.
Canada has also supported AKFC's initiatives to raise awareness of international development challenges among Canadians.
Currently, Canada supports 13 operational development projects with AKFC, with a total Government of Canada commitment of over $216 million. These projects are being implemented in Africa and Asia, with a concentration of projects in Central Asia and East Africa.
The Government of Canada and His Highness are also partners in the context of the Global Centre for Pluralism (GCP), a secular, not–for–profit international research and education centre based in Ottawa.

“We have revisited & discussed value of the long-standing relationship between the province of British Columbia and the Ismaili Imamat and to strengthen this relationship in the years ahead
Many members of the Ismailis community settled in Canada and this province 50 years ago
The Ismaili centre in Vancouver was built in 1985 - It reflects the community’s permanant presence in this great, province of British Columbia and Canada
During the last 5 decades members of the Ismaili community have come to Canada and they have established strong roots in the economic, social fabric & the pluralism of this great province and country. Likewise the relationship of the Imamat.
We are today formalising this partnership by signing this cooperation agreement which reinforces the commitment of Ismaili Imamat. This is alongside similar agreements we have signed with provinces of Alberta & Ontario
For more than a century, elements of the work of AKDN have worked to improve the quality of life of the poor and the vulnerable irrespective of their ethnicity background & religion
Canada has been a vital part in that endeavour. Over many decades our experiences have taught us that sharing knowledge and best practices are essential
We are very grateful for BC to cooperate with us
A pressing emergency today is climate change, with devastating floods in Pakistan, for example which illustrate the emergency. Here in Canada you have also experienced the emergency of climate, including heat wild fires and floods
British Columbia is a leader in the fight against Climate change. It’s institutions, public and private are creating new knowledge and finding innovative solutions for stewardship sustainability, & many others
We have agreed a cooperation in the area of climate change & adaptation. This knowledge will be shared with us by BC, and used by Aga Khan agency for Habitat in the high mountains of south & Central Asia. In turn, we will share our experiences knowledge and our excellent assessments and tools
It is our hope that this first project, & many others which follow, will enable us to identify together new solutions to bring value for the people of BC Canada and many other communities around the world
BC knowledge, combined with the AKDN field experience, will enable us to help protect the our fragile world & create a better quality of life for the many people who are already suffering from the effects of climate apathy
I want to express on behalf of His Highness, our appreciation & gratitude to the people & Govt of BC for 50 years of collaboration & goodwill, upon which todays agreement is built. It is by signing and with affinity and warmth that relationships are sustained

“Premier & Guests
There are days in one’s life that mark an individual, that mark an institution and today is one of those days.
What are those days, those are days which I think open doors to the future, give you a sense of hope, a sense of confidence, a sense of not being alone in trying to achieve the goals that one has set one’s self as an individual or as an institution and that is what you have allowed Premier for me today and I thank you for that. My community has lived obviously for centuries in a large number of countries and therefore we have a permanent presence in these countries. That’s very different from being an occasional visitor; people live in these countries. And they live in good and less good circumstances, they think, they analyze, they live in hope, but also they live in sadness and in difficulty and the last few years have not been happy in many of the countries we are working in, so our duty is to try to convert these countries into countries of opportunity. We can’t do that alone, but we can do it with Canada and we can do it with the province of Alberta. So in that sense today is a day of magnificent opportunity and I thank you so much.
I would add that in the last decades I have come to an important conclusion about governance, about the fragility of governance in the developing world and what people can do to protect themselves from governance which is not effective. And I think that history is beginning to show that civil society in its complexity but also in its ability to impact the way people live is probably the most important single feature that I know and building civil society is a complex exercise, needs multiple input and that multiple input again, I hope we will develop with your institutions in Alberta. I would like to add also that this support that you are giving us should not be one way and I hope that we will be able to create new opportunity for Canadian institutions, Canadian enterprises, Canadian academic centers that need global knowledge to work with us to strengthen their ability to perform at home and to perform internationally. Today we are looking at number of case study situations. How do you build for the aged and how do you make sure that they don't get isolated in society? And what can we learn from an initiative in Canada that could be replicated elsewhere in Canada but also in the industrialized world. How do you convince western societies that Islam is a faith of civilization and not just a faith? Well I hope that the Islamic garden when it comes into place will be able to show a different aspect of our faith. We have other initiatives here, the collaboration with the University of Alberta.
We have a big problem in the developing world. We don't do research and because we don't do research we will constantly find ourselves running behind the capacities of the industrialized societies to deal with the evolution of healthcare. And the fact is that today non-communicable disease is becoming the dominant situation in many of the countries where we are living. Our universities are not research universities so we have to work with universities that are at the top of human knowledge to bring that knowledge to our communities and our populations. So these relationships that are being discussed today and that will I hope be part of this agreement, are very very important indeed for us. So when I say that there are days that mark ones own convictions and hope, now I hope you understand why that is such a day for me today.

Dewan, is also the highest positional title awarded by the Imam to selected Ismaili Leaders for service to the community. The last known title of Dewan was given to Sir Eboo Pirbhai from Kenya

The Honourable Mélanie Joly, Minister of Foreign Affairs, today announced the appointment of the Honourable Ralph Goodale, High Commissioner of Canada in the United Kingdom of Great Britain and Northern Ireland and Permanent Representative to the International Maritime Organization, as the new representative of Canada to the Ismaili Imamat.
This appointment reflects the importance that Canada places on its partnership with the Ismaili Imamat. As representative of Canada to the Ismaili Imamat, High Commissioner Goodale will work to further enhance relations through strategic-level dialogue and collaboration on areas of shared interest, such as international development, foreign policy, peace and security, and on shared trade and economic objectives, as well as on the promotion of human rights, pluralism and respect for diversity.
Canada and the Ismaili Imamat enjoy a long-standing, mutually beneficial relationship, including through the work of the Aga Khan Development Network and Aga Khan Foundation Canada, both of which are strategic partners of Canada in the promotion of democracy and reduction of poverty around the world.

Canada’s Representative presents credentials
Canada’s Representative to the Ismaili Imamat, His Excellency Ralph Goodale, presented his credentials today at the Diwan of the Ismaili Imamat. He is also the Canadian Ambassador to the United Kingdom
His Excellency, the Honourable Ralph Goodale, High Commissioner for Canada in the United Kingdom, today presented his credentials as the Representative of Canada to the Ismaili Imamat. Prince Rahim received Mr Goodale’s credentials on behalf of Mawlana Hazar Imam.
Today’s ceremony was the first formal presentation of diplomatic credentials to take place at the Diwan of the Ismaili Imamat in Lisbon. Mr Goodale is the third appointee by Canada since the signing in 2014 of a Protocol of Understanding between the Government of Canada and the Ismaili Imamat. The Protocol enables reciprocal appointments of diplomatic representatives. Mr. Goodale succeeds Marc-André Blanchard, Canada’s then Ambassador to the United Nations in New York, and Gordon Campbell, Canada’s then High Commissioner in the United Kingdom.
In his remarks at the ceremony, Prince Rahim commented on the long relationship between the Ismaili Imamat and Canada. “The relationship, as you know, goes back more than 50 years,” he said.
“The work we have done with the Canadian Government has attempted to address some of the major issues of our time, and continues to do so. Canada has been a preferred partner for the Imamat in the work we do internationally, but domestically as well.”
In responding on behalf of the Government of Canada, Representative Goodale paid tribute to the Jamat in Canada: “Within Canada, the Ismaili community has flourished for the past 50 years and it contributes very significantly to enhancing the strength and the prosperity of our diverse country. Through their unwavering dedication to service and to helping other people and those in need, the Ismaili Muslim community exemplifies the best of what it means to be Canadian.”
He went on to speak of the work of the AKDN: “Canada has been inspired by the work of the Ismaili Imamat and the Aga Khan Development Network to reduce poverty, improve education and healthcare, empower women and girls, and help develop infrastructure in underserved regions. Over many years, these efforts have improved the lives of quite literally millions of people around the world.”
In announcing Representative Goodale’s appointment in December 2023, the Government of Canada said that it “reflects the importance that Canada places on its partnership with the Ismaili Imamat. As Representative of Canada to the Ismaili Imamat, High Commissioner Goodale will work to further enhance relations through strategic-level dialogue and collaboration on areas of shared interest, such as international development, foreign policy, peace, and security, and on shared trade and economic objectives, as well as on the promotion of human rights, pluralism, and respect for diversity. There was no reference to or why His Highness the Aga Khan was not or could not be present by Prince Rahim or HE Ralph Goodale. There has been speculation by some that this may be because of his health

“Over the past five decades, Mawlana Hazar Imam has established institutions in Canada that contribute to improving the quality of life of all Canadians.
The Delegation of the Ismaili Imamat in Ottawa is the representational office in Canada of the Seat of the Ismaili Imamat, or the institutional headquarters of the Ismaili Imamat, in Portugal.
Afforded diplomatic courtesies by the Government of Canada, it is a secular facility that is home to the Diplomatic Representative’s office [Ismaili Ambassador & AKDN] as well as the headquarters of Aga Khan Foundation Canada, a registered Canadian charity that works with Canadians and Canadian institutions to eliminate poverty and improve quality of life on multiple fronts in Africa and Asia.
The building was inaugurated by Mawlana Hazar Imam and the Right Honourable Stephen Harper on December 6, 2008. “

Diwan of Ismaili Imamat - New Agreement with Timor

Lisbon, Portugal, 17 October 2024 – As part of the Prime Minister of Timor-Leste’s visit to Portugal, a cooperation protocol was signed on Thursday between the Ismaili Imamat and the Government of Timor-Leste.
The agreement aims to strengthen relations and foster collaboration across various sectors, including international relations, diplomacy, social development, the economy and culture.
It also establishes regular consultations between the Ismaili Imamat and the Government of Timor-Leste.
The signing was witnessed by the Ambassador of Timor-Leste to Portugal, Isabel Amaral Guterres (second person from the right), and other senior representatives of the Ismaili Imamat.
The cooperation protocol was signed at the Diwan, the Ismaili Imamat’s headquarters in Lisbon, by Timor-Leste’s Minister of Foreign Affairs and Cooperation, Bendito dos Santos Freitas, and Nazim Ahmad, Diplomatic Representative of the Ismaili Imamat to Portugal. This agreement also recognises the significant contributions of the Aga Khan Development Network to the education, health and well-being of disadvantaged populations, particularly in Mozambique.”
Nazim Ahmad remarked, “By signing this cooperation protocol, we continue our path of solidarity and dialogue, ensuring that the most disadvantaged in East Timor have access to opportunities to improve their quality of life.”
